On September 12, Vitalik Buterin wrote on X that starting next year, he will no longer publicly mention L2 projects that haven't reached at least Stage 1 of his rollup milestones, which he introduced in 2022.
Buterin’s milestone-based system divides rollups into three stages: Stage 0 (full training wheels), Stage 1 (limited training wheels), and Stage 2 (no training wheels).
Stage 1 requires a working fraud proof or validity proof system with real authority to approve or reject state roots validated by the rollup contract.
Buterin also advocates for a multisig-based override mechanism that requires 6 out of 8 signatures, with at least 26% of the council members being outside the rollup core team.
